Tolerance and raster increase the drawing accuracy and help to avoid dangling points, see Drawing and connecting points. It is hard to hit exactly the center of the small square representing a point. For this reason the mouse pointer is automatically attracted to the point center as soon as it comes close enough due to the defined tolerance. Raster is most useful, when you want to design a drawing true to scale. The distance between raster points is defined by the tolerance value.
